WW Denies Request For Bond Reduction

The Township Council has denied another request by Edgewood Properties for a reduction of performance guarantees associated with the WWM Properties shopping center on Southfield Road, across from McCaffrey’s.

The council voted on July 11 to deny a request from Edgewood Properties for the release of more than $86,000 in performance guarantees. The council also denied similar requests last year.

According to Business Administrator Robert Hary, the landscaping on the site is not finished, and there is a punchlist of other items that needed to be completed.

Construction at the 12-acre shopping center was halted a few years ago after the state Department of Environmental Protection found that Ford Motor Co. and its contractor, Edgewood Properties Inc., had shipped recycled concrete from the demolition of Ford’s former Edison Assembly Plant on Route 1 to various construction sites around the state, including West Windsor. Tests later found the cement to contain polychlorinated biphenyls (PCBs) and polycyclic aromatic hydrocarbons (PAHs).

Since then, the site has been cleaned up. The DEP allowed the developer to cap the site. That process involved removing some of the contaminated material, and then covering the property with roads, sidewalks, and slabs for the buildings. The first store in what is known as the Village Center opened in October, 2010.
