West Windsor’s annual audit has only produced one finding on the township’s financial report for 2009.
Councilwoman Linda Geevers reported the news during the Township Council’s December 20 meeting before the council voted to accept the annual audit.
According to Business Administrator Robert Hary, the one finding was a discrepancy in the township’s reporting of an expenditure under Public Assistance because the expenditure did not have adequate supporting documents. However, this will not be a problem next year because Mercer County now handles Public Assistance matters.
Councilman George Borek said he was concerned because the report showed that the ending fund balance for the account that handles matters concerning the pool at the WaterWorks Family Aquatic Center ended with $120,000 in 2008, but only ended with $41,000 in 2009. Borek said that the township should be bringing in more revenue than it puts out in maintenance costs for the pool. He suggested the town look into what to do with out-of-town users at the pool.
Road Project Extensions: The Township Council also approved the township’s application for extensions to five grants West Windsor received from the state Department of Transportation to help with road projects around town.
According to the resolutions, the township has to filed for an extension of time by February, 2011, to retain the money to be able to use the funding when the time comes to award contracts for the projects.
The projects include the first phase of the Village Road West Reconstruction; Wallace Road improvements; the South Post Road Bikeway; the second phase of the Penn Lyle Road Reconstruction; and the Dutch Neck Bicycle and Pedestrian Safety Improvements.
According to Business Administrator Robert Hary, the township intends to go out to bid for all of the projects in the spring. The reasons the township has not used the money yet is because when the township received the money, the grants did not coincide with the township’s road improvement schedule, as configured in the township’s capital project plan.
The council also approved the purchase of four 2011 Ford Crown Victoria Police Interceptors — at a cost of $80,446 — from Hertrich Fleet Services of Milford, DE. Hertrich Fleet Services was the lowest of two bidders. The other bidder, Winner Ford, sent in a bid of $88,038.
