Project Freedom Clarification

The November 21 issue of The News ran a feature on Florence Emery Cohen, a trustee at Project Freedom, and the story mentioned her role in pursuing a Project Freedom complex on the Toll Brother’s Maneely tract located on Old Bear Brook Road. A reader contacted Project Freedom and was told there are no plans for a site in West Windsor.

​For clarification, a portion of the property is designated for affordable housing and Project Freedom presented a concept plan before the Planning Board earlier this year. Under the planned mixed-use neighborhood (PMN) zoning ordinance for the 45-acre Maneely tract, 10 acres will be subdivided to the township, and the township will choose the non-profit developer, which may or may not be Project Freedom.

According to township land use manager Sam Surtees, Toll Brothers asked Project Freedom for a concept plan for the 10 acre subdivision in compliance with the PMN ordinance, as Toll Brothers must show how the utility infrastructure for their proposed development would fit in with the township subdivision. Surtees said the 10 acre parcel is expected to be given to the township next spring, after which a nonprofit developer has to file a site plan application.
